T would want to graph the women of working age in employment ratio against:

a) maternity leave entitlement
b) live births as a percentage of working age mothers
c) house price to average earnings ratio
d) subsidy/tax relief towards childcare costs

I rather suspect that b), c) and d) will all show a more obvious correlation with increased female participation in workforce than will a).

This doesn't mean that we shouldn't be extending maternity leave as a matter of principle - but we should be careful about ascribing it too much weight compared to other economic and demographic factors.
