		<description>I don&#039;t think you&#039;ve done nearly enough to fully encapsulate how tyrannical this bill is.

1) Assumes guilt, unless you can prove your innocence. Even then, it gives you no mechanism to prove your innocence. An allegation is enough.

2) Collective punishment. Anybody who shares an Internet connection with you will be punished because somebody made an allegation against you.

3) ISPs to be turned into secret police, acting without judicial oversight, and solely within the purview of Lord Mandelson.

4) Lord Mandelson will be able to create new criminal offences without ever having to recourse to Parliament.

It&#039;s Mandelson&#039;s very own mini-enabling act.

This act MUST die.</description>
