Or that the police won’t really take any decisive action when they do complain, which might even make things worse. Any drive toward supporting the disabled, or indeed anybody for that matter, in reporting harassment etc. has to be matched with a commitment to take firm action should that complaint warrant it – the Pilkington’s were failed every bit as much by the police, and whatever crazy ideas or frameworks stopped them taking decisive action against the local thugs that were causing such misery.
