		<description>I think the failure is Labour&#039;s, it created this a situation where private equity barons have a marginal rate of tax lower than a supermarket cashier.

Any move to increase the rate of CGT is bound to be more progressive, therefore I can&#039;t see the failure.

I suspect a compromise, the rate will rise but there will be allowances. It&#039;s a funny old world where Labour cuts CGT for City spivs and the Tories raise it.</description>
